GLEN CARBON LIBRARY BOARD MEETING
January 25, 2012

The January 2012 monthly meeting of the Glen Carbon Centennial Library Board was held on Wednesday, January 25, 2012 at the Glen Carbon Library.
Library Board President Kathy Dortch called the meeting to order at 7:01 PM.

Add “a draft to create a Library policy for auto insurance” for Library staff for homebound deliveries is needed.

Sue Caban moves to accept corrected minutes for November, 2011. Susan Mendelsohn seconds the motion. The motion passes unanimously.

Communications:

The Library received a Memo from the Village of Glen Carbon concerning using personal devices for work. This involves texting and e-mailing.

There is a Library budgeting workshop taking place in Springfield, IL on Saturday, February 25, 2012 for all Library Board Trustees from 10 AM to 12 PM. Anne Hughes will check with this workshop about possibly hosting the same workshop here at the Glen Carbon Library to serve the libraries of Southern Illinois.

Illinois State Representative sent the Glen Carbon Library a recent article from the “Edwardsville Intelligencer” about Pioneer Days at the Yanda Log Cabin, in which the Glen Carbon Library participated.

There was an article in the “Edwardsville Intelligencer” on the Glen Carbon Library’s upcoming winter events.

There was also an article in the “Edwardsville Intelligencer” on the Glen Carbon Library’s push and increase in E-lending from its patrons.

Director’s Report - Anne Hughes:

Library Board Trustees must successfully complete the electronic “Open Meetings Act” training on line sometime during the 2012 calendar year.

The Glen Carbon Library was selected as the meeting place for the second Illinois Humanities Council Smithsonian Exhibit workshop. The meeting will take place on February 2, 2012 at the Glen Carbon Library. The workshop will focus on public programming developed for the Exhibition.

Ereader instructions have been developed and added to the Glen Carbon Library’s Library2Go downloadable Ebook database.

Glen Carbon Library Circulation Director Ryan Johnson is donating back homebound delivery mileage to the Library.

Library Director Anne Hughes met with the Village of Glen Carbon Administrator to discuss the liability insurance allocation to the library.

There is nothing to report from the Building Committee this month.

Lisa Novak moves to take agenda items out of order, move ahead to District Committee and move Personnel Committee to later in this board meeting. The motion passes unanimously.

District Committee - Susan Mendelsohn:

The Glen Carbon Library Board will put $2,000 into legal fees into the 2013 Glen Carbon Library budget in case it is needed for legal counsel for District purposes.

Vacation Leave revision

In the first bullet point, change to Employees with at least one (1) year of service…..

In the second bullet point, change to Employees with at least two (2) years, but less than six (6) years of service are entitled to annual vacation of ten (10) days

Also, five will be changed to 10 days.

In the third bullet point, change to Employees with at least six (6) years, but less than eleven (11) years….

In the fourth bullet point, change to Employees with at least eleven (11) years, but less than 20 years….

In the fifth bullet point, change to Employees with at least twenty (20) years of more of service…..

Gary True moves to approve the revised Vacation Leave policy. Lisa Novak seconds the motion.

Study Room Policy:
In the first paragraph, add business meetings after commercial purposes.

Under Reservations, delete the word at (in front of: “so that their reserved room”.)

Sue Caban moves to accept the amended Study Room Policy. Gary True seconds the motion. The motion passes unanimously.

Holiday Pay Revision:
Add the word “be” to the third line.
Lisa Novak moves to accept the Holiday Pay revision. Dave Jobe seconds the motion. The motion passes unanimously.

Personnel Committee - Susan Mendelsohn:

Gary True moves for the Glen Carbon Library Board to go into Executive Session Pursuant to Sections 2C1 - Appointment, employment, compensation, discipline, performance or dismissal of specific employees: 2C2 - Collective negotiating matters or deliberations concerning salary schedules for one or more classes of employees; 2C6- Setting of a price for sale or lease of property owned by the public body; 2C11-Pending litigation.
Lisa Novak seconds the motion. The motion passes unanimously.

The Glen Carbon Library Board goes into executive session at 8:22 PM. Susan Mendelsohn moves to come out of Executive Session at 8:40 PM. Gary True seconds the motion. The motion passes unanimously.
