Call to Order:
Glen Carbon Library Board President Kathy Dortch calls the Glen Carbon Library Board meeting to order at 7:04 PM.

Oath of Office for New & Re-elected Library Board Trustees:
Village of Glen Carbon Village Clerk Peggy Goudy swears in re-elected Glen Carbon Library Board Trustee Susan Mendelsohn and new Glen Carbon Library Board Trustee Sue Caban. Gary True was not present and will be sworn in at the Village Hall at a later date.
A motion to adjourn Sine Die is made by Lisa Novak and seconded by Susan Mendelsohn. The Board unanimously approves the motion.

Secretary:
Ben Beyers motions to nominate Dave Jobe, Sue Caban seconds the motion. The Board unanimously approves the nomination of Dave Jobe as Glen Carbon Library Board Secretary.
Treasurer:
Susan Mendelsohn motions to nominate Gary True, Ben Beyers seconds the motion. The Board unanimously approves the nomination of Gary True as Glen Carbon Library Board Treasurer.
Vice President:
Dave Jobe motions to nominate Ben Beyers, Lisa Novak seconds the motion. Kathy Dortch motions to nominate Susan Mendelsohn, Sue Caban seconds the motion. A secret ballot is conducted to declare a winner. Ben Beyers wins the secret ballot and is declared Glen Carbon Library Board Vice President.
President:
Susan Mendelsohn motions to nominate Kathy Dortch, Ben Beyers seconds the motion. The Board unanimously approves the nomination of Kathy Dortch as Glen Carbon Library Board President.
Accept/Correct Minutes from April, 2011 Glen Carbon Library Board Meeting:
Page 3, 4th paragraph, eliminate "much" in "much lesser bandwidth".
Page 4, 3rd paragraph, add to beginning of the paragraph:
"Due to the property tax shortfall, decrease in assessed evaluation" to The Glen Carbon Library Board suggests taking the shortage of $1517.00 from Equipment IT, line 462 instead of Reserve.
A motion to accept the corrected minutes for the April, 2011 Glen Carbon Library Board meeting minutes was made by Lisa Novak and seconded by Sue Caban. The motion is passed unanimously by the Board.
Closed Session Minutes:
There were no closed session minutes to discuss and/or review.
Communications:
The Glen Carbon Library received a letter from Debbie Shrewsberry on her resignation from the Glen Carbon Library Staff. She is accepting a full time position at the Troy Library.
A thank you note was sent to the Glen Carbon Library for their Illinois Day program from the Illinois Day committee.
The Edwardsville Intelligencer newspaper wrote an article on the Mother/Daughter Princess Tea party that will take place at the Glen Carbon Library.

Director's Report - Anne Hughes:
Glen Carbon Homecoming is June 17 & 18, 2011. Anne needs to know by June 10 if any Glen Carbon Library Board members want to walk in the parade on the 18th, she asks that least 10 people affiliated with the Library participate.
The Glen Carbon Library will be closed from June 15-18, 2011 for Glen Carbon Homecoming setup and the event itself.
The Illinois Public Library Annual Report has been completed. The report includes information on Library hours, employee salaries, number of materials loaned, library programs and library attendance for fiscal year 2010/2011.
House Bill 179 would allow public libraries 60 days to file their Illinois Public Library Annual Report instead of the current 30 day requirement.
The reimbursement for the old copier was received by the Glen Carbon Library in the amount of $3,749.55 from Konica Minolta, still waiting on the $1,000 rebate.
Glen Carbon Library HVAC annual clean up showed one AC unit needs repair. The blower wheel and shaft went out. Repairs will take place this week. Repair costs will come out of the Building Fund.
The Glen Carbon Library received $1,000 for the ILEADU grant. Janet McAllister and Michelle Peterson are continuing to work on this grant for the library.
Youth Services - Magi Henderson:
The Summer Reading program at the Glen Carbon Library starts on May 23rd. Magi went to Glen Carbon School recently to tell students about the Library's summer reading program.
The new principal at Edwardsville High School Dennis Cramsey has expressed great interest in the Glen Carbon Library and will encourage his students to use the library more.
The Glen Carbon Library has raised $2,045 from community donations for the Summer Reading Program and Youth Services.
Treasurer's Report - Susan Mendelsohn:
The following corrections will be made to the April Glen Carbon Library Bill statement:
Line 382 was charged twice for the same database, the Library will be reimbursed.
Item on Line 381 should have been assigned to Line 382, this will be corrected.
Glen Carbon Library Bills for April, 2011: $34,888.88
Dave Jobe motions for the bills for April, 2011 be paid in the above amount. Ben Beyers seconds the motion.

Building Committee - Dave Jobe:
Dave will check on the landscaping to be done around the "Best Small Library" sign at the Glen Carbon Library. The Village of Glen Carbon indicated that the work would take place in May.
Dave talked with the Village of Glen Carbon on possibly installing a "Stop" sign in between Miner Park and the parking lot at the Glen Carbon Library. Tom Sedlacek, Public Works Director at the Village of Glen Carbon said a "Stop" sign cannot be installed due to the fact that there is not a cross street involved, it's a parking lot. Mr. Sedlacek did indicate that he can install a "Speed Limit" sign or a "Slow Watch for Children in the Area" sign in between Miner Park and the parking lot at the Glen Carbon Library.
A discussion was held on the ongoing parking problems at the Glen Carbon Library due to Little League baseball being played at Miner Park. There appears to be no good resolution to this problem, too many cars and not enough parking spaces!

New Business:
Assignment of Glen Carbon Library Board Committees -
Finance Committee - Gary True will be the Chairperson, Susan Mendelsohn will also be on this committee.
Personnel Committee - Ben Beyers will be the Chairperson, Susan Mendelsohn and Sue Caban will also be on this committee.
Building Committee - Dave Jobe will be the Chairperson, Lisa Novak will also be on this committee.
A discussion was held among Glen Carbon Library Board members about possibly adding a Policy and Procedure Committee. The Board decided against adding this committee at this time.
There were two policies for the Board to look at. The Vacation Leave policy is from July, 2002. The policy for Glen Caron Library staff members is the same as the Village of Glen Carbon's. Five weeks of vacation time is implemented when the employee reaches 20 years of employment.
The Glen Carbon Library's Youth Services job description was updated by current Youth Services Director Magi Henderson. It reflected several changes. The updates mainly had to deal with internet, Teen and digital job responsibilities. The Board asked that the Director bring job descriptions updates/revisions for the entire management team to the next board meeting, so that these could be reviewed all at the same time.
A discussion was held by the Glen Carbon Library Board on the possibility of the Glen Carbon Library to go District. Several libraries in the area have gone District and the Glen Carbon Library has discussed it in the past. The Board agreed to form a committee to investigate if going District would be an option. Susan Mendelsohn will chair this committee. Sue Caban and Dave Jobe will also serve on this committee. This new committee will do research on the District possibility and report back their findings to the Board.
