October 25, 2010 Board Meeting Minutes

Meeting called to order at 7:10 pm by President Kathy Dortch.  Attending were:
Kathy Dortch
Gary True
Susan Mendelsohn
Director Anne Hughes
Lealia Williams arrived at 7:30 pm.

Phone tree/email updates - Gary True provided contact information to the group.

Communications:

Kathy Dortch read numerous communications for the library:
·Jr. Service Group’s donation letter and check for $300 designated for Senior Adult Computer Workshops (Anne will send a thank you note.)
·Intelligencer Article for Amanda Wendel’s “Support Staff of the Year”
·FOL Booksale article in the Intelligencer
·Editorial on Gaming Day
·Soybean Commission/EHS FFA student presentation of books to the library
·Kathy Dortch discussed an email that she had received from Mayor Jackstadt regarding difficult economic times which are currently affecting EAV and sales tax.

Director’s Report
Anne Hughes shared information that she had gained from attending Illinois Library Conference and other invitational conferences as a speaker.
Kathy Dortch requested that staff members who had attended ILA this year attend the November Board Meeting to share their experiences with the Board.

Anne announced that we have been entered into a Playaway contest to win $10,000.  The original entry was made by Amanda Wendel and featured a display.  The online voting for the contest begins Nov. 1, 2010.

Anne announced plans to celebrate “Friends of the Library Week” at the FOL meeting on Wed. Oct. 27, 2010.

Previous Month’s Meeting Minutes- the minutes were discussed.  A motion was made by Susan Mendelsohn to approve the minutes, seconded by Gary True.  A vote was taken and the motion carried to approve the meeting minutes.

New Business

Anne reported to the Board that the Intelligencer had requested permission to install a Newspaper Vending Machine outside of the library doors.   Gary True made a motion to permit the installation, Lealia Williams seconded the motion and the motion carried unanimously.

Treasurer’s Report
The bill list for bills paid between Sept. 1 - Sept. 30, 2010 were reviewed by the members in attendance.  There were no questions raised on any items. 
Susan Mendelsohn then motions that bills in the amount of $30,290.55 for the month of September, 2010 be accepted.  Gary True seconded the motion.

The Finance Committee will be meeting to discuss how the Balance Sheet works and plan for the time frames necessary for the upcoming fiscal year’s budget process.
Susan Mendelsohn spoke of the need to do a budget analysis as of 12/31/10 to determine if there are any anomalies in the current year’s budget that should be addressed.

The suggested time frame for the budget process and personnel discussions is:
January 2011 - Analysis of operating budget for FY 2011 and Personnel Wages
February 2011 - Vote on the FY 2011 budget to give to the Village Finance Office by March 1, 2011.

January 2011 Board Packet should go out one week earlier.

A discussion ensued regarding Glen Carbon’s assessed valuation and figures provided by Village Hall for Audit, Insurance, IMRF, and Social Security & Medicare.  The assessed valuation of properties in Madison County rose 2% this year. 

Susan Mendelsohn made a motion to accept Library Ordinance No. 2010-1, Ordinance Levying and Assessing Municipal Tax for Glen Carbon Centennial Library of the Village of Glen Carbon, County of Madison, State of Illinois for the Fiscal Year Beginning the 1st day of May 2011 and ending the 30th Day of April, 2012 in the amount of $623,679.00. Lealia Williams seconded the motion.

Unfinished Business
A continuing discussion regarding the Glen Ed Ministerial Alliance was tabled until the November 2010 Board Meeting when more members would be in attendance.

A brief discussion was held on the possibility of a Staff Christmas Party.  That discussion was also carried over to the November 2010 Board Meeting.

Next Scheduled Board Meeting
November 22, 2010 at 7:00 pm in the Community Room.

Meeting Adjournment
Susan Mendelsohn made a motion to adjourn the meeting, seconded by Lealia Williams.  The motion carried unanimously and the meeting adjourned at 8:28 pm.
