GLEN CARBON LIBRARY BOARD MEETING
November 16, 2011
The November 2011 monthly meeting of the Glen Carbon Library Board was held on Wednesday, November 16, 2011 at the Glen Carbon Library.
Library Board President Kathy Dortch called the meeting to order at 7:01 PM.

Anne Hughes, Glen Carbon Library Director - present
Ryan Johnson, the new Circulation Manager at the Glen Carbon Library was introduced to the Library Board. Ryan had just returned from a meeting in Effingham demonstrating automation platforms being considered for members of the newly developed southern library system, Illinois Heartland Library System. Ryan also announced to the Board that homebound delivery will resume in December.

The Glen Carbon Library received a thank you note from the Chamber for selling Halloween necklaces.
The Glen Carbon Library received a thank you note from Janet McAllister, Glen Carbon Library Assistant Director, for recognition of her 15 year anniversary of working at the Glen Carbon Library at the October Library Board meeting.
The Glen Carbon Library received a thank you note from Susan Kesler, Glen Carbon Library Cataloger, for recognition of her 15 year anniversary of working at the Glen Carbon Library at the October Library Board meeting.
The Collinsville Toastmasters wrote a thank you to the Glen Carbon Library for sponsoring a Speechcraft program.
There was an article in the “Edwardsville Intelligencer” on the magician program held recently at the Glen Carbon Library.
There was an article in the “Edwardsville Intelligencer” on the upcoming Children’s programs and events at the Glen Carbon Library.

Glen Carbon Library Director’s Report - Anne Hughes

Anne was informed that the Village of Glen Carbon uses Midwest Occupation in Wood River, IL for drug testing and screening of their employees.
The annual Glen Carbon Library Staff Christmas breakfast will be held on Friday, December 16, 2011.
The Glen Carbon Library annual staff development day will be held on January 13, 2012.
Anne has completed interviews of all candidates for volunteers for the Glen Carbon Library. Volunteers will begin helping with computer assistance and shelving duties at the library in December.
A library policy should be developed regarding car insurance coverage related to the library’s Homebound delivery program.
The SIUE Cougar Club tutoring program is going well at the Glen Carbon Library. Currently four tutors from SIUE are assisting local students with their homework.

A discussion was held among Library Board members regarding health insurance.
The Library Board Finance Committee will report at the January 2012 Library Board meeting about further District issues.
Unfinished Business:

Glen Carbon Library Vacation Leave policy revision was discussed by the Library Board.
The Board discussed 20 hour and above employees being entitled to vacation pay. Also discussed, management employees eligibility for two weeks’ vacation after six months of employment at the Library.
The Board also discussed each year’s vacation accrues pro rata for each month worked.
The Vacation Leave policy will be revised per input from the library board and presented at the January, 2012 Library Board meeting.

The Board discussed approving the service agreement with Midwest Occupational Medicine in Wood River, IL to do drug testing and screening of future Glen Carbon Library employees. Lisa Novak motions to do drug testing on all new employees at Midwest Occupational Medicine. Gary True seconds the motion.

Staff Development Day at the Glen Carbon Library on January 13, 2012 is discussed. Sue Caban motions to close the Library on that day for the Staff In-Service, Dave Jobe seconds the motion. The motion passes unanimously.
Opening the Glen Carbon Library at 10:00 AM, one hour later on December 16, 2011 so Library employees may attend the annual Glen Carbon Library Staff Christmas Breakfast is discussed. Susan Mendelsohn motions to open the Library at 10:00 AM on December 16, 2011 so staff may attend the breakfast. Lisa Novak seconds the motion. The Library Board also approves to pay $100 to be taken out of the Employee Relations Fund to pay for the staff Christmas Breakfast.
