The monthly meeting of the Glen Carbon Library Board was called to order by President Kathy Dortch at 7:05 pm

The first order of business was to elect a new Library Board Treasurer. Current Treasurer Lisa Novak is resigning her position, but will remain on the Library Board. President Kathy Dortch motions to nominate Gary True as the new Treasurer. Dave Jobe seconds the motion. The motion passes unanimously among the Board members in attendance.

Kathy Dortch communicated via email that she had received from Mayor Jackstadt regarding difficult economic times which are currently affecting Equalized variation and sales tax.
Susan Mendelsohn motions to accept the corrected October Library Board meeting minutes. Gary True seconds the motion. The motion passes unanimously.
Communications:
Glen Carbon Elementary School Kindergarten teachers, Mrs. Jennings. Mrs. Curran, Mrs. Kraus, Mrs. Roney and Ms. Culkin wrote a thank you to Magi Henderson, Glen Carbon Library Youth Services Director for their classes visit to the Library for the Pioneer Day program.
Article in the "Edwardsville Intelligencer" on the "Playaway" $10,000 award, On-line vote for the "Picture This" contest, initiated by staff member Amanda Wendel. Glen Carbon Library is one of ten Libraries in the USA that is a finalist in this contest.
"Common Ground" magazine:
Glen Carbon Library was the Business of the Month. The Glen Carbon Library's float won 1st place in the annual Edwardsville Halloween Parade and won $100.
Recognition of Visitors:
Janet McAlister - Glen Carbon Assistant Library Director
Janet talked about the ILA (Illinois Library Association) conference she attended, where Library Director Anne Hughes and Youth Services Director Magi Henderson received awards for Library Director and Youth Service Director of The Year!
Janet talked about the ILEAD U grant that she applied for. It is a grant submitted along with four other local Libraries. Our community need will be Unemployment. If the team is selected it will be able to apply for up to $4,000 for technology.
The Big Read Grant will also be applied for, a $7,500 grant.
Michelle Peterson - Glen Carbon Library Head of Circulation:
Michelle also commented on her time spent at the ILA conference and the time spent together there to talk about future projects to work off the Glen Carbon Library's "Best Small Library in America" award.
Michelle has contacted the Talking Book Service and will be giving a presentation in February 2011 to two local nursing homes to set up Library programs there.
Michelle talked about a "Green Box" possibility at the Glen Carbon Library. It would be much like the "Red Boxes" you see by McDonald's restaurants. It would be a DVD rental machine at the Library. A grant would be needed though; cost is $30,000 - $35,000.
The Amnesty Week at the Library for unpaid Library fines was a huge success. The Library filled the bed of a pickup truck with canned goods.
Magi Henderson - Youth Services Director:
Magi and Christina participated in the Glen Carbon School Family Reading Night on November 5th. 120 students and parents participated.
Family Reading Night at the Glen Carbon Library on November 18th was also a success with Glen Carbon Firefighters and Police Officers and Glen Carbon School Principal Curt Schumacher all sharing their favorite stories.
Upcoming Events:
December 4th, Kiwanis Holiday Program featuring Santa and Mrs. Claus.
December 11th, Story Station during Children's story time.
December 8th, Magi will do a Holiday Reading Night at Albert Cassens Elementary School.
December 21, 22, Magi will do Holiday Reading programs at Glen Carbon Elementary School.

Anne Hughes, Glen Carbon Library Director's Report:
The Library’s door count was down from October 2010 compared to October 2009, but the circulation was up.
The Library Staff is currently working on several grants for the Library.
The Library should create its own tax exempt 501(C)3 organization. The library is currently a participating member in the Illinois Library System Directors’ Organization (ILSDO) 501 (c)3, which is experiencing organizational issues.
The Library is applying for the ALA's Maurice Sendak's Traveling Exhibit. This colorful exhibit reveals the push and pull of Sendak’s New and Old Worlds.
The Lewis and Clark Library System is now funded through June 2011.
Governor's Sustainability Award. The Library may want to pursue Leed Certification. It's a rating system for buildings. The higher you score, the higher the rating. The goal is to be environmentally safe. Anne will bring more information re costs to obtain this certification to the January 2011 Library Board meeting.
Gates Money:
$4,833 remaining. We have until May 2011 to spend the remaining funds. The Finance committee will meet on this to discuss the remaining Gates money funds.
Anne has been asked to do a Webinar in January 2011 for "The Best Small Library in America" award.
Treasurer's Report (Gary True):
$27,912.28 bills for October 2010 for the Glen Carbon Library.

Total expenses: $44,819
Revenue: Finance Committee will go through each item to see what will go to the Gates Fund money.
Financial presentations will be made at the January 2011 Library Board meeting.
Building Committee (Dave Jobe):
Discussion held about the 2011 Village of Glen Carbon holiday party.
Anne Hughes will host an annual Christmas breakfast at her home for the Library Staff in December.
Personnel Committee (Ben Beyers): Nothing to report
New Business:
1) Discussion to close the Glen Carbon Library on January 21, 2011 for Library Staff Institute. Topics to be discussed at the Institute: Customer Service, CPR training, Emergency procedures, and possibly a Going Green program.

Dave Jobe motions to open the Glen Carbon Library one hour later on December 3rd, so all staff may attend the Holiday party. Gary True seconds the motion.

3) Security Cameras, $1,000 needed for four additional security cameras to be placed at the front desk, periodicals, study table and patio. $755 has been budgeted; need an additional $245 to be taken out of the building fund.

4) Social Networking Policy:
The Glen Carbon Library Staff looks at postings daily. There have been no issues yet. The Library has a limited public format. We need to adopt a policy for the Library. Change the last sentence in the proposed Social Networking Policy to read: "may be removed".
Ben Beyers motions for the changes to be made to the Social Networking Policy, Susan Mendelsohn seconds the motion. The motion passes unanimously.
Unfinished Business:
Ministerial Alliance:
A local ministers’ group would like to make monthly donations of religious materials to the Glen Carbon Library. The Library Board recommended that the Ministerial Alliance be provided the Library’s Material Selection Policy and approved the donations based on the group adhering to the policy’s guidelines.
