Glen Carbon Library Board meeting minutes
Monday, March 28, 2011

The monthly meeting of the Glen Carbon Library Board was called to order by Library Board President Kathy Dortch at 7:04 PM.

Accept Corrected Glen Carbon Library Board minutes from February, 2011 meeting:
Page 3, Personnel Committee:
Change to:
Ben presented a salary chart for area libraries, comparing salaries of associates and other
positions. Libraries with similar patron population demographics, economics, program attendance and door count were compared.

Option #1
Add:
Amanda Wendel's position was a 30 hour per week position.

Option #2
Change:
Eliminate one 20 hour position at the library and give raises to all of the Staff at the Glen
Carbon Library. This option also decreased the personnel budget from 66% to 65%.

Director's Report:
ISL/DCEO Grant application needs to be spelled out more. Anne Hughes will elaborate
on this application.

Motion to accept the corrected minutes was made by Lisa Novak, Gary True seconds,
motion passes unanimously.

Communications:
Letter from Illinois Secretary of State Jesse White announcing the Per Capita grant of $12,074.27 has been awarded to the Glen Carbon Library. The funds from the grant must be used by June 30, 2012.

Inspection report from the Illinois Department of Labor reported that inspection done on February 23rd found no safety or health hazards at the Glen Carbon Library.
The Glen Carbon Library passed the state's inspection.

An article in the "Edwardsville Intelligencer" in their March 28, 2011 edition on the
Author's Day event held at the Glen Carbon Library on March 26, 2011.

An article in the "Edwardsville Intelligencer" on books donated to the Glen Carbon Library by the Business Professional Women’s group.

Glen Carbon Library Director's Report - Anne Hughes:
The four new security cameras have been installed.

The Glen Carbon Library will participate in the ILA (Illinois Library Association)
Snapshot initiative:  One Day in the Life of Your Library. Statistics and comments
Will be collected to share with local government and legislators.


The Author's Day program held at the Library on March 26, 2011 was a big success
with 12 area authors providing readings at the fireplace and visiting with patrons.


The Library received a letter from a school in Taiwan requesting children's books
donations. The Glen Carbon Library will participate and donate books.

Three staff and Library Board President, Kathy Dortch will attend the "Get Motivated" leadership event in St. Louis featuring 10 National Speakers including Kurt Warner and former First Lady Laura Bush.

Youth Services - Magi Henderson:
Summer Reading will add another cooking event. Performers for all but one Saturday
have been scheduled for the Summer Reading Program.

Summer Reading Themes:
1st two weeks: Dragons
2nd two weeks: Modern Knights
3rd two weeks: Knights around the World
Final two weeks: Star Wars

Mother/Daughter Princess Tea Party will return again this year.

Treasurer's Report - Gary True:
Glen Carbon Library expenses all in order, February bills $26,252.95.

Gary True motions to pay the bills for February in the amount of $26,252.95.

2011-12 Operating budget changes:
The Library insurance has been finalized at $5,300.00.
Utilities for the Library will be lowered to $16,000.00.
The Gatenet fees have increased $49.00.
Library supplies budget will be increased an additional $200.00.
Equipment/IT will be increased $3,000.00.
The Library Reserve amount for FY11/12 is $18,608.00

Glen Carbon Library Operations budget for 2011-12 will be $227,012.00.

Susan Mendelsohn motions to accept the 2011-12 Library Budget in the amount of
$227,012.00. Dave Jobe seconds.

Gates money:
There is $620.00 remaining in the Gates Money Fund. The Glen Carbon Library
Board recommends spending that $620.00 to purchase another computer for
the Library. Gary True motion to use the $620.00 in the Gates Money Fund to
purchase a new computer for the Library, Susan Mendelsohn seconds.

Building Committee - Dave Jobe:
Landscaping around the 'Best Small Library" sign at the Glen Carbon Library was discussed. Dave talked with the Village of Glen Carbon. Wendy Heilig, the Village of Glen Carbon
Gardener emailed Dave a price quote on landscaping around the sign. That quote
was in the amount of $197.80, but Wendy advised to budget for $250.00 to cover
any possible shortcomings like rock or brick.

Susan Mendelsohn motions to approve $250.00 to landscape around the "Best
Small Library" sign at the Glen Carbon Library, Gary True seconds.

Wendy Heilig said the landscaping will be done in early May.

Personnel Committee - Ben Beyers:
No report.

Unfinished Business:
Glen Carbon Library Volunteer Policy:
It has been reworked to combine kids and adults volunteers on one application form.
An application form has been created for Friends of the Library student scholarships.

The Library Board discussed the Volunteer Policy.
A change was recommended, under "In House Volunteers:” change "need" to "would".

Dave Jobe motions to make the appropriate change and accept the new
Glen Carbon Library Volunteer Policy, Susan Mendelsohn seconds. The
motion passes unanimously.

New Business:
Library Board member Susan Mendelsohn asks Director to review library Policy and Procedure manuals to determine if a committee should be formed to review policies.
The Library Board will discuss
further at the next Library Board Meeting in April.
