June 27, 2011
Call to Order:
Glen Carbon Library Board President Kathy Dortch calls the Glen Carbon Library Board meeting to order at 7:02 PM.

Dave Jobe - not in attendance.
Accept/Correct Minutes from May, 2011 Glen Carbon Library Board Meeting:
A motion to accept the corrected minutes for the May, 2011 Glen Carbon Library Board meeting minutes was made by Ben Beyers and seconded by Sue Caban. The motion is passed unanimously by the Board.
Closed Session Minutes:
There were no closed session minutes to discuss and/or review.
Communications:
The Glen Carbon Library received a thank you letter from the Mississippi Valley Regional Blood Center for a recent blood drive at the Library.
A thank you note was sent from the Glen Carbon Elementary school for the program presented by Youth Services.
The Edwardsville Intelligencer newspaper wrote a wonderful article on the library’s Summer Reading Program and other activities being presented at the Library.
Director's Report - Anne Hughes:
The Lewis and Clark Library System Board of Directors passed a resolution to reduce the fees paid by each Gatenet member for FY2011-2012 by 10%. The Glen Carbon Library will be refunded $1,656.40.
Two new firewalls seem to have corrected the library’s slowness and drop issues with the Millennium database. It will not be necessary at this time to install the Charter Internet Line approved at last month’s board meeting in the amount of $760.00.
Staff attended a Workforce Recovery workshop at Lewis and Clark Library System and will use information acquired to develop “job folders” to increase service to the unemployed.
The Director and Assistant Director completed the Toastmasters six week Speechcrafters course at the Library.
The Assistant Director, Janet McAllister and Head of Circulation, Michelle Petersen continue their work on the I Lead U grant, “Transform U”, recently attending the 2nd Springfield workshop and learning about creating websites, apps, and screencasts. Their grant project has been enthusiastically complimented on by State and federal representatives. It was suggested that a Sparks grant be applied for future funding of the Transform U site.
The Youth Services staff Magi Henderson and Christina Walker visited the schools before end of the year to promote the Summer Reading program and other activities at the Library. Over 500 children and adults have participated thus far in youth services summer programming. Events included: Story time stations, Cooking in the Stacks, Magician Rob Nacu, Friday Movie Matinees, and a Medieval Fair.

Glen Carbon Library Bills for May, 2011: $28,605.98

Building Committee - Dave Jobe:
The Director reports that landscaping work has been started around the "Best Small Library" sign at the Glen Carbon Library.
The Village plans to install signage to direct ball players to the parking in Miner’s Park to free up more parking for library patrons.
Personnel Committee - Ben Beyers: No report.
District Committee - Susan Mendelsohn:
Ms. Mendelsohn reported that the committee met with the Mayor on June 14th to discuss the Library’s intent to investigate becoming a District.
Gary True makes a motion, and Ben Beyers seconds to approve an initial $2100.00, $1600 from LCLS rebate and $500 from library budget to contact library district expert, Attorney Phil Lenzini to educate and direct the library board on becoming a district.

Unfinished business - Management Team Job Descriptions
Ben Beyers presents revised job descriptions for library management.
Ben makes a motion to accept new job descriptions as amended. Gary True seconds. Motion passes unanimously.
New Business:
Prevailing Wage - Sue Caban makes a motion to pass the Prevailing Wage Resolution 01-2011. Susan Mendelsohn seconds. The motion passes unanimously.
Sick Leave Policy - Discussion. Revision to sick leave policy tabled until next month in order to gather more information.
