Glen Carbon Library Board Meeting minutes
Monday, January 24, 2011

The monthly meeting of the Glen Carbon Library Board was called to order by Library Board President Kathy Dortch at 7:01 PM.

Communications:

Article in the "Edwardsville Intelligencer", Glen Carbon Library "Year in Review" recapping all of the Library's awards including "Best Small Library in America", Anne Hughes for Illinois Librarian of the year and Magi Henderson for Illinois Youth Librarian of the year among the many awards bestowed on the Glen Carbon Library in 2010.

Jesse White, Illinois Secretary of State sent the Library a letter congratulating it on the "I Lead U" grant and participation in the program.

E-Mail from "News Courier" newspaper in Athens, Alabama on the article done by an Athens citizen who wrote an article that was published in that paper concerning his visit to the Glen Carbon Library and how impressed he was with our Library.

ILA (Illinois Library Association) magazine had pictures and caption showing Anne Hughes and Magi Henderson receiving their Librarian of the Year awards.

Letter from Jesse White, Illinois Secretary of State on the future of the Illinois Library Cooperation, downsizing from 9 systems to 2.

Glen Carbon Library Director Anne Hughes responded to a request from the Ministerial Alliance after the board approved accepting donations from the group, with the stipulation that the group follow the library’s Material Selection Policy when selecting monthly donations for the library.

Director's Report - Anne Hughes, Glen Carbon Library Board Director:

An upgrade for the library’s database will be installed on February 14th.

There were two weather delays recently due to the snowy weather. The Library also closed early on December 31st, due to a reported tornado watch.

The Glen Carbon Library did not renew four databases due to low usage. They are Chilton, Legal Forms, Testing & Education and Price It.

The Glen Carbon Library received a $500 donation from an Edwardsville resident in honor of his late father.

The remaining Gates award money will be used to teach several computer classes. Kelly Meier will teach these classes at the Library.

Personnel:
Mary Meyer resigned to take a job with the Edwardsville Public Library. Michelle M. will take over Mary's 30 hour position. New employee Shirley Eaves has been hired for a 20 hour position. Amanda Wendel is now eligible for IMRF benefits.

Anne met with the Library Board Finance Committee on January 20th to present a draft of the Operations Budget.

Anne met with the Library Board Building Committee on January 21st and Henderson Architects. Lynn Warren of Henderson made a LEED certification presentation.

Anne did a national Best Small Library 2010 Webinar with WebJunction on January 18th.

Anne will offer a workshop to the Glen Carbon community on how to download Eaudiobooks/eBooks from the Library2Go site.

The Glen Carbon Library received the Per Capita grant check in the amount of $12,048.

The Glen Carbon Library will not do the "Big Read" program this year. The Library will ask other area Libraries (Edwardsville & Troy) to consider a partnership with a "Big Read" program for next year.

The Glen Carbon Library staff institute day on Friday, January 21st was a success. CPR and AED workshops and a customer service program were the highlights of the day.

Router issues continue in the Library. A new one has been recently installed and working for the staff now.

The Library is still waiting for the new security cameras to be installed.

Treasurer's Report - Gary True:

Revenues look good, taxes look like they will hit budget. The Library's Property and Casualty insurance premiums are over budget, so more will need to be budgeted for next year. The insurance budget is issued by the Village of Glen Carbon.

Gary asked for November bills in the amount of $32,245.32 be accepted. Dave Jobe motioned to pay the bills for November, 2010, Ben Beyers seconded.

Gary asked for December bills in the amount of $46,993.91 be accepted. Ben Beyers motioned to pay the bills for December, 2010. Lealia Williams seconded.

Gary true motions to spend the remaining Gates money on the above mentioned programs/items. Lealia Williams seconded the motion.

2011-12 Glen Carbon Library Budget:
Library Board discussed and reviewed the draft of the 11/12 Operations Budget. The Reserve Fund for the 2011/12 Budget was also discussed.

Building Committee - Dave Jobe:

Dave told the Library Board about the meeting Anne Hughes and Dave had on January 21st with Henderson Architects concerning LEED certification. Dave presented highlights of that meeting with the Library Board and suggested Lynn Warren of Henderson Architects come to a future Glen Carbon Library Board meeting to go over LEED certification with the entire board. This will be scheduled in a few months after the 2011/12 Library Budget is set.

Personnel Committee - Ben Beyers:

Nothing new to discuss at this meeting, but will have a presentation next month of the first draft of the 2011/12 Library Personnel Budget.

New Business:

Glen Carbon Library Volunteer Policy: Anne presented a policy developed using several existing policies from other libraries. The Library Board will review the policy draft and discuss this again at the February Board meeting.
