GLEN CARBON LIBRARY BOARD MEETING
August 30, 2010

The Glen Carbon Library Board held their August meeting on August 30, 2010 at the Glen Carbon Library.

The meeting was called to order by Glen Carbon Library Board President Kathy Dortch at 7:25 pm.

Glen Carbon Library Board members in attendance:
Kathy Dortch, Susan Mendelsohn, Lisa Novak, Ben Beyers, Lealia Williams, and Dave Jobe. Director Anne Hughes was also present.

New Library Board Trustee Gary True was sworn in by Village of Glen Carbon Clerk Peggy Goudy. Welcome Gary!

The minutes from the July 2010 Library Board meeting were reviewed and accepted. Lisa Novak made the motion to accept the July 2010 Meeting minutes, Susan Mendelsohn seconded and the motion passed unanimously.

Communications:

Easter Seals sent a thank you note to Glen Carbon Library Youth Services Director Magi Henderson for coming to their Easter Seals camp.

Illinois Congressman John Shimkus sent a letter to Glen Carbon Library Director Anne Hughes congratulating her on the Illinois Librarian of the Year award.

Anne Hughes and Magi Henderson were featured in an Edwardsville Intelligencer article on August 6, 2010 for their Library Awards. They were also recognized by Glen Carbon Mayor Rob Jackstadt at the recent Village of Glen Carbon Board Meeting.

There was also an article in the Edwardsville Intelligencer on the recent Political and Business leaders "Meet and Greet" event held at the Glen Carbon Library.

Library Director Anne Hughes Report:

Anne gave the board an update on the Per capita grant.

Reviewed Library Board By Laws:
Changes that were made by the Board to the By Laws:

“being able to attend (3) meetings within the current fiscal year.” This is not compliant with the Illinois Statutes, therefore:
Changed to: "As provided by Illinois law".

Take out "proper" in "proper direction". Replace with “providing.”

Treasurer's Duties:
Add:
"Development of Budget, monthly financial reports (revenue and assets), tracking of Grants".

Personnel Checklist:
The Library Board reviewed it.

Amanda Wendel - Recognized for her work getting Adult Summer Reading Program Prizes. She has been nominated for Illinois Support Staff of the Year.

Anne Hughes and Magi Henderson represented the library at the new Regions Bank opening distributing library newsletters and answering questions about the library’s services. The Music & Dance Arts kiosk drew children and their parents to the booth.

Anne nominated the Glen Carbon Library for Chamber of Commerce Business of the Month.

The library staff will enter a float in this year's Edwardsville/Glen Carbon Halloween parade to once again recognize The "Best Small Library in America" award.

501c3: We no longer are this as a Library. The Illinois State Library has suspended this service. There was a discussion to file our own paperwork to restore the 501c3. Library Board Trustee Gary True and Anne Hughes will work on this.

On the date of the next Library Board meeting, Anne Hughes, Janet McAlister, Magi Henderson and Michelle Peterson will be attending the ILA conference. Library Board President Kathy Dortch will also not be able to attend the meeting. The Board decided to continue to hold its meeting on September 27, 2010 in their absence.

Upcoming Events:
Special Needs family events

Magi will be visiting Glen Carbon Elementary School on Wednesday, September 1, 2010 and Goshen Elementary School on Saturday, September 4, 2010.

On September 11, 2010, Magi will be at the Apple Store in Edwardsville to read stories.

Bobby Norfolk will be at the Glen Carbon Library on October 2nd from 1:00 pm to 2:00 pm along with Ghoulish Goodies and crafts for participation in Glen Carbon’s annual FallFest.

Treasurer's Report (Lisa Novak):

July wage formulas weren't carrying over in Excel. The Finance Committee will meet in September to correct this issue and have it ready for the September Library Board meeting.

$404 for the TV cart needs to be taken out of the Gates Money Fund.

Finance Committee (Lisa Novak):
Library Board Trustee Gary True has been appointed to the Finance Committee.

Building Committee (Dave Jobe):
The "Best Small Library in America" sign will be going up this coming week in the yard of the Glen Carbon Library facing Main Street!

Personnel Committee (Ben Beyers):
Magi Henderson - Youth Services Director's service. The Committee wants to make it continual service, adding one week of vacation for Magi. She has two terms of service with the Library. Ben Beyers motions to count Magi's combined work service to get her the
extra week of vacation as of September 7, 2010. Gary True seconds the motion.

Non Funding Clause - change to be made to clause:

"The Board may terminate the Contract upon 90 days advance written notice to the Contractor if the Board determines in its discretion different funding is not available.

Motion to accept the changes to the Non Funding Clause made by Ben Beyers, seconded by Lisa Novak, Motion passes unanimously.

Library Board President Kathy Dortch motions to accept the revised and updated By Laws and the Personnel checklist as submitted.
Lealia Williams seconds. The Motion passes unanimously.
