The monthly meeting of the Glen Carbon Library was called to order by Library Board President Kathy Dortch at 7:04 PM.

Danielle’s (of St. Mary’s school) drawing of the Glen Carbon Library was chosen as the Grand Prize Winner in the "Draw an Ad" competition by the Edwardsville Intelligencer newspaper.
Glen Carbon Library Youth Services received a Thank You note from the Madison County Juvenile Detention Center for donating books to the center.
Glen Carbon Library Director Anne Hughes received a G-mail thanking her for her presentation to the Business Professional Women's group at Villa Marie on April 14, 2011.

Glen Carbon Library Director's Report - Anne Hughes

Anne Hughes thanked outgoing Library Board member Lealia Williams for her four years of service on the Glen Carbon Library Board. Cake was enjoyed at tonight's meeting to honor Lealia.
Glen Carbon Homecoming will be coming up on June 18, 2011. The parade will be at 5:00 PM on June 18th. The Library is hoping to walk in the parade and give out candy if there are enough walkers interested in participating.
"Snapshot: A day in the Life of the Glen Carbon Library" statistics were sent to Glen Carbon Mayor Rob Jackstadt and the Village of Glen Carbon Trustees from April 13. 2011. This is a promotional piece developed by the Illinois
Library Association to inform local governments and legislatures of the value of libraries.
Anne will be working on the Glen Carbon Library Annual Report and the Gates Report. The FY 10/11 Per Capita Grant has been expended and will be closed out.
"Illinois Heartland Library System" is the new name of the four combined library systems which includes Lewis and Clark Library System, Rolling Prairie, Lincoln Trails and Shawnee. The four library systems will combine on July 1, 2011. A farewell is planned for the Lewis and Clark Library System on June 21, 2011.
Amazon has announced that "Kindle Library Lending" will now allow Kindle users to download eBooks from their library. The Glen Carbon Library participates in this program.
The Glen Carbon Library purchased "Mango Languages" a database program that allows patrons the ability to learn up to 34 languages online; accessible 24 hours, 7 days a week. The purchase of this database was a budgeted item.
Tech upgrade is needed at the Glen Carbon Library. The Millennium Database is extremely slow and often crashes causing delays in assisting patrons. Anne has contacted Charter Communications about improving the Library's bandwidth. Charter's installation fee is $760. The monthly service fee of $159.00 is the same as what the library is currently paying for a T1 line (at a lesser bandwidth). Anne would like to improve the Library's internet service and asked for approval of funds from the FY 11/12 budget for this network upgrade.
There is currently a Bill in the State of Illinois House of Representatives involving Library Tax levy and Library Board dissolution. The purpose of this Bill would give city/village councils in Illinois control over library budgets. On Monday, April 25, 2011 Librarians and Library Board members from Glen Carbon, Edwardsville, Wood River, Fairview Heights and Columbia, Illinois met with Representative Kay at his office. After hearing the group’s concerns over this Bill, Representative Kay stated he would not pursue action on this bill any further during this session.

The Glen Carbon Library Board suggests taking the shortage of $1517.00 from Equipment IT, Line 462 instead of Reserve.

The landscaping around the Glen Carbon Library's "Best Small Library" sign will take place in May.
Dave will check with the Village of Glen Carbon on possibly installing a Stop sign or Yield sign at the blind spot in between Miner Park and the parking lot at the Glen Carbon Library.

The Library Board discussed further the possibility of adding a new committee to the Board, a Policy and Procedures Committee. The Director stated that two policies that will be reviewed are the Vacation Leave policy, last updated in 2002 and the role/responsibilities of the Library's Youth Services Director. Library Board President Kathy Dortch suggests the Board discuss this further at the May Library Board meeting since two Board
members were not present at this meeting.

The change to Charter Communications internet and telephone service for the Glen Carbon Library was agreed to during the Finance Committee report.
